A federal task force has officially recommended that Congress ban specific lease-purchase agreements within the trucking industry, highlighting the detrimental effects these programs have on independent truck drivers. The Truck Leasing Task Force (TLTF), established by the Federal Motor Carrier Safety Administration (FMCSA), concluded that many of these agreements are exploitative, leading to financial hardship and operational challenges for small-business operators.

In its final report submitted to Congress, the U.S. Department of Transportation, and the Department of Labor on January 16, 2025, the TLTF stated, “Lease-purchase programs are regularly established to enrich motor carriers at the expense of drivers.” The report emphasized that such arrangements often result in drivers being saddled with debt and lacking true ownership opportunities, ultimately pushing many out of the profession.

The task force’s investigation revealed that these agreements frequently involve motor carriers exerting significant control over drivers’ work, compensation, and debts. This dynamic creates a power imbalance, leaving drivers vulnerable to unfavorable terms and financial instability. The TLTF’s findings align with longstanding concerns voiced by industry advocates, including the Owner-Operator Independent Drivers Association (OOIDA), which has criticized such programs for preying on drivers’ aspirations of truck ownership.

While the task force’s primary recommendation is an outright ban on these lease-purchase agreements, it also proposed alternative measures should a ban not be feasible. These include increased oversight by federal agencies, mandatory disclosures of contract terms, and enhanced enforcement mechanisms to protect drivers from predatory practices.

The TLTF’s report has ignited discussions within the trucking community, with some industry representatives acknowledging the need for reform, while others caution against broad measures that might inadvertently impact legitimate leasing arrangements. As the conversation progresses, stakeholders are closely monitoring how Congress and regulatory bodies will respond to the task force’s recommendations.
